C. 27 January 1951 My dear General Smith: During the last several months the Bureau of the Fudget has conducted an extensive survey into the problem of leatine the foreign ecenonic data requirements of the United States through the Foreign Service Reportine system. As you knows the survey was planned and carried on after consultatioa with .he Central Latellieence Agency and with the agreement that the collected data would be made available to the Central Intelligence Agency for use in conjunction with its foreign data requirements project, I believe the enclosed report entitled 4Survei of Foreli-7. Economic Reportiago will lest your needs in this regard. newever, additional data can be nada available to your staff if needed. For convenience in readine, we nave prepared a two-paee snmeary of findings, followed by a concise report upon the basic problems of foreign economic reportine. These are to be found on pages 1-16 of the enclosed documeetj folloeinj, the basic report are several apeendices coatainine mere detailed backeround material and recommendations. am also transnittine a draft an Executive order which would implement one of the principal recommendatione ef the report by preaerieine roeulations to eovern the erovieien of data by the State Deporteent through the Foreign Service for eederal departeente and eeencieu. Such reeulations are authorized by the Foreign Service Act of 1946 but have AOL heretofore been prescribed. Consideration wee eivoa to taking coenizanee in the'executive order or the special role of the Central Intelligence Agency with respeet to foreign reporting. Ubwever, I believe that this :14;/ best be accomplished by aereement between the Secretary of State and the Director of the Central Intelligence Aeeecy, and the report acoordinely so recommeeds.
