1. This division has recently received from D/Pub requests for information
on newspapers in Latin America. One of these., relating to the editorial policies
of 0 Estado de Sgo Paulo., we were able to fill_ from material in our files. An

2. We believe that a considerable amount of basic research is involved in
obtaining this information and suggest the advisability of setting up a research
project drawing on the resources of other organizations such as USIS and possibly
OIR., who are believed to have material available, We also suggest the desir-
ability of discussion with OPC to ascertain how many more of these requests are
in the mill and to learn whether., if-the requests are merely the stages of a
project in their minds., all their needs in this direction could be satisfied by
one research project,
