Since the J.I.0.-capers requested in the above reference had been superseded by more recent developments, an inter-staff conference of CIA and JIG representatives was held a few days ago in order to pre- sent the current status of developments relative to intelligence centers for the processiLg and exploitation of captured source material. The CIA representatives were 2. At the conclusion of this conference it was the unanimous opinion of all present that the papers originally requested were so out-of-date that further distribution of them would serve no useful pur-ose and ,::fight ^ lead to erroneous conclusions. 25X1A9A 3. In lieu of naking the requested distribution, the proposal was made that appropriate CIA and JIG staff representatives collaborate both in the formulation of CIA requirements for intelligence which right be derived from captured sources and also in the integration of these requirements into the policy manuals which will govern the op ration of whatever centers are established. Adoption of this proposal would, of course, involve an exchange with the CIA of working drafts of the policy manuals and related papers. 4. The foregoing arrangement met the approval of the CIA.-JIG staff conferees and, subsequently, was also approved by the Joint Intelligence Committee. Therefore, If you also concur in it, no further action will be taken with respect to distribution of the papers mentioned in your recent memoraidun; and the following members of the Joint Intelligence Group will be designated to collaborate with CIA representr...tives on the subjects indicated: Colonel L. In further conversation with Commander Clausner I was shown the draft of a manual for the Armed Services handling of captured documents as an example of the policy manuals to which CIA has been invited to contribute its requirements, Commander Clausner told me that the manual for the handling of captured equipment had not progressed beyond the planning stage and was therefore not available for my examination. 6. I asked Commander Clausner if I might later see an outline guide or a table of contents which would serve as a basis for our preparation of CIA requirements with regard to captured equipment. Co pander Clausner thought this a good idea and volunteeredt o obtain such an outline for my use. 7. In summary, I felt that the meeting was a whole-hearted offer toward complete cooperation in receiving CIA requirements with respect to the three classes of captured things. Colonel Bassett was concerned lest our efforts to obtain certain documents for official examination might result in taking our discussions up to the IAC level where much of the benefit of informal working level consultationAould necessarily be lost. We were offered the opportunity to enjoy the benefits of consultation in the early stages of the preparation of policy manuals to the advantage of the Office of Operations and without prejudice to the privilege of the CIA to non-concur in the ultimate policy when approved by the JCS.
