In accordance with your request, we have prepared the accompanying
drafts of material which it is recommended be sent to Mr. Frederick
Winant, Director, Foreign Activities Office, National Security Resources
Board, in response to his request of 6 October 1950.
The material is in two parts: (a) draft of a proposed letter for the
signature of the Deputy Director and (b) proposed enclosures to such a
letter in the form of detailed comments upon the reports submitted by
Mr, Winant for review.
