outlining a,.proposal for consolidating various foreign economic,
programs. '
This is not. in any sense a position paper, either of the Resources
Board or of this Office. Rather, it is an effort to highlight
some problems in this general area which are now or shortly will
be with us, and to suggest some possible solutions.
This copy is being sent you as I know you are interested in the
problems and their solutions. I shall be glad. to discuss the
