1. The EIG Working Committee on subject project, meeting on 29 January, agreed
on the following tentative production schedulet
a. Deadline for ORR division contributions was not discussed, but apparently
will not be formally changed from 3 March (which date, I an told, was adopted by
The Committee on 12 December 1951)
b. Deadline for submission of 0-2 contribution will be moved baCk to
10-15 March, and another week thereafter will be allowed 0-2 to put together the
Defense contributions which will now be tentatively due in rIC on or about 22 March,
on standard forms which CIA will furnish, in two copies one for CIA working use
and one reatra for reproduction without further 21124T0,
c. The text of the paper (Parts I and III) will be drafted in ORR
between 22 March and 12 April (AOC In charge), with responsible members present
from all producing offices (Defense and State as well as ORR),
de Three weeks are Allowed to process and reproduce the text
and III, and tables included therein) and (apparently by allowing some overlap
with step above) a target date of 30 April is tentatively set for publication.
Some slippage is taaitly expected,
2. Two main points should be noted about the above phasing*
a, The decision to publish parts I and III of the text at the sane
time was taken as a result of the intervention of the AD* The AD, who was present
for part of the meeting, announced that he had reconsidered his approval of the
proposal (which the Chairman, from AOCalready put before the meeting to publish
Part I the summary and conclusions) as quickly as possible, in advance of Parts II
and III which constLtute the main body of the text, The AD explained that the
paper would appear as a finished FTC paper for the JIC, not as a contribution
to an NIB and he therefore felt that the important thing was to give it to
consumers as a single final fiat hed product*

It WAS left unclear when the main appendixes would be published. The
Ch*Lrran appeared to assume that the reproduction of the tables received from
Defense would begin as soon as they were received, w-lich would mean that they would
certainly be ready for publication with the text. On the other hand, the AD
evidently assumed that the appendixes would come out later. He remarked that since
the paper was a forlal 'PIC paper and the text was the thing, it was less important
that it be accompanied by supporting material, He did appear to feel that the
appendixes, like the text, should be in first-class Shape when they came out.
3 The practical problems of interest to DA in connection with this project
are twos text and appendixes*
a* Textt The schedule given Above (under part 1) would seem to allow time
enough for Mt to do its part, though it would still be: good for us to have a crack
at sections of the draft text as fast as they are firmed up and before final
coordination.
b. Appendixess The appendixes could still be a headache if a clear
understanding is not reached who is to do what, and when. Responsibility has not
been fixed for assuring the mechanical consistency and accuracy of the Defense tables
as submitted for publication (though it appears that 0.-2 will have some coordinating
functions in connection with the Defense contribution). Nor has any provision been
made for correcting such errors as may be caught after the tables have been submitted
to FIG (though it appears logical that responsibility or this would fall on 00).
These matters should be settled at once together with a figure for the number of
all forms to be reproduced, and EG should be pressed to draw up the Defense tables

(we have UK form for the CIA table), so that the forms can be coordinated and
reproduced as soon as possible*

SECURITY INFORMATION
The whole problem of 110.51 WWI discussed by EVR and A/EC on l February,
and agreement reached with reference to the problems in paragraph 3 part 6,
above, as followst
4. A/1r will draw up forms as soon as possible for coordination within
CIA and with Defense,
b. Attempt will be made to have G-2 assume responsicoordinating,bility
editing, copying, and proofing all Defense tables.
co Appendixes will not be sent in for rreproductIon when receted, but
held in A/EC, which will assume responsibility, and obtain Defense concurrence,
for corrections to be made. Presumably the appendixes will be reproduced and
distributed as soon as possible after the text,
