1. Before leaving I discussed with the idea
of establishing additional on the periphery o the 25X1A8a
Soviet orbit. We agree that small analyt:i-ca units can make a great con-
tribution to the US intelligence effort by providing analytical support
25X1 for operations, by supplying and otnor Washington offices with
current intelligence, and by Perform =.ng a number of other less clearly
defined tasks. We believe that analytical personnel, at any given level,,
will have a clearer understanding of developments in a country if they
are physically located as close to the target area as possible.
2. In order to function properly, the units must be kept small and
25X1A2d1 must be staffed by fully competent personnel. Personnel should be sup-plied 25X1A2d1
