The Bureau of Mines has exnerienccd a substantial reduction in
funds for its petroleum economics work this year which will affect adversely
our performance in the I1IS program. The working funds heretofore requested
by the Bureau have not included all costs of various miscellaneous items
and some regular services of the Bureau that contribute to the project.
These contributions must now be curtailed because of the shortage of
financial support from other sources. The petroleum program for NIS is
working efficiently and on sched:,le and the Bureau would regret very mucz
any reduction in the present tempo. Nevertheless such action is inevitable
unless extra funds can be obtained. It is estimated that an additional
or approximately 15 percent of the current allotment for petroleum
will be required to keep the wort: on schedule this fiscal year.
We understand that you have funds that can be made available
for the purpose indicated above. In view of the urgency of the situation,
the Bureau of 'Mines recoruiends that CIA authorize the transfer of the
necessary additional funds as soon as possible.
