The mission of the Communications Branch has not been defined in a broad enough manner to accomplish the full task of analyzing communications within the Soviet economy. The Branch will shortly be in position to cover the field of telecommunications, but it will 25X1X4 not be staffed to cover postal and courier systems or the newspaper and book publishing fie ds, all of which are part of the system by which information and decisions are disseminated to inr portant segments of the econoi r. Coverage of these fields should include the use of the sociological techniques used in the study of communications in a society at large. 2. It is requested that you authorize two additional positions in the Communications Branch and the recruitment of two competent analysts, preferably one senior and one junior, to cover the fi ds not covered, the grades depending on the qualifications off` e rec s, 3. There are at present only five vacant analyst positions in the T/0 of this Division and recruitment is under way to fill all these positions.
