PURPOSE: To improve the production and quality of photo interpretation
for intelligence purposes.
?UNCTION: To assist producers and condoners of photo interpretations
through advice upon their specific problems:
To coordinate the efforts of photo interpretation producers
to achieve the maxi um production from the minimum est2blisiune.nt:
To facilitate the exchange of techniques and procedure: aniong
the producers of photo interpretations:
To consider problems that affect the efficient production of
photo interpretations:
To recommend procedures to increase the floe, of raw rma-terials
to photo interpretation producers and their product to the
interested consumers.
(N. B. The above order of functions is not an indication of
priority o1 interest.)
;,:tvBERS HIP: The Co=.ittee shall be conposed of:
A. .a representative and an alternate from each photo
interpretation producing group within the " 1ashinton
areaoi the National intelligence effort;
b. a representative from each of the photo interpretation
using agencies in the Washington area.
If it is found to be mutually advantageous, a third
category of members should be included. These are the
agencies that produce the aerial photographs.
Suggested Class A members are: Photo Interpretation
Section, Air force; Air Objective Folder Section, Air orce;
Photo Interpretation Center, Navy; Photo Intelligence
Division, C.I.A.
Suggested Class D aeribers are: Directorate of Intelligence,
U. S. Army; Office of rvaval Intelligence, U. S. Navvy;
Directorate of Intelligence, J. S. Air Force; Army 111a_) Service;
U. S. Geological burvey; etc.

The Committee of the whole to meet monthly,
except when an emergency maks necessary additional
meetin!;s. The sub-committees to meet at the
convenience of the members and the requirements
of the project.

the preparation and testing; o: Photo Interpretation

To establish a uniform reporting system for Photo
Interpretation Reports:
To set up minimum training-, standards to be met before
assi nrrient of P.US numbers des _nating Photo Interpreter
and to be met by civilian photo interpreters in
overnment service.
To investigate the establishment of lending libraries
of current and useful aerial photography prints for
the use of riember agencies.
