Proposed Functions Statement
The following is a second proposed statement of funotions for your
cement prior to19 February 1951.
___ECONOMIC DIVISION FUNCTIONS"
Fulfill the research, advisory, and report production responsibili-
ties of OAR with regard to the economy of the Soviet Orbit, and foreign
economic intelligence research on a world-wide basis.
Each of tho Economic, Divisions will:
10 Formulate and recommend its intelligence research progrum
to the Assistant Director for Research and Reporto?
20 Provide the authoritative basic research and consultant
services within their specialized functional fields under approved
Agenoy programs.
30 Provide these authoritative basic research and consultant
services to each other, to the other producing components of Cu,
and to IAC and nonNIA0 agencies as required, oollaborating with all
of the foregoing 11 the fulfillment of serbual responsibilities.

8. Evaluate available intelligenoe information and intelligence
for other CIA and governmen'ael components; assess its adequacy,
accuracy, and tivelitess, and prepare reports Of such assessments
for the guidance of oollection* source exploitation, and producing
agenpies to ensure that all significant fields of intelligence
bearing on the national security are adequately covered,
90 Formulate and establish necessary requirements for the
collection and exploitation of intelligerco data in order to ensure

Materials Division:
Provide consultant end research services, analyses and estimates
pertaining to agriculture, ferrous and non-ferrous metals and minerals,
petroleum, solid fuels, chemicals and other such materials of special
interest to 0/11R0
Industrial Division:
Provide oonsultant and research services analyses ead estimates
pertaining to the processing, manufacturing, and construction of:
ammuaition, weapons, ships, aircraft, vehicles and carriers of all
typos, self-reproducing tools nnd equipment, capital goods, and
electrical and eleotronics equipment and devices, including qualita-
tive analyze.,s of foreign equipment?
Economic Services Division:
Provide consultant and research services, analyses and estimates
pertaining to the economics and logistics of traffic and transpcala..
tion, telecommunications, trade and finances labor and manpower,
construction, electric power, and the study of foreign economic,
organizations and programs
Economic Analysis Division:
Provide consultant and research services, analyses, estimates
and economio intelligence support to CIA and other governmental
agencies pertaininz to economic warfare measures and uounter measures,
United States foreign economic programs and foreign econmee
ties and vulnerabilities?
