Proposed Statement of Mission and Functions
I. Mission: The Assistant Director for Research and Reports is charged
with (1) the planning and coordination of foreign intelligence research?. and
reporting activities within the Government, (2) with providing intelligence
research support for the production of national estimates, for certain ope:^a-
tional purposes, and in fields of common concern (excluding scientific intell
gence). He will carry out this mission in accordance with approved Agency
intelligence production plans.
II. Functions: The Assistant Director for Research and Reports shall:
A. Formulate and recommend the intelligence research program for
inclusion in the Agency production plan. This program shall be interdepart-
mental in character, shall include recommended allocations of production
responsibilities among participating agencies, and shall prcvide for:
1. Intelligence research in depth required to support the
production of national estimates.
2. Operational intelligence support to other Offices of CIA and
authorized Governmental departments and agencies.
3. Intelligence research and reporting in fields of cc:nmon cone
tern which can be more efficiently performed centrally, either by CIA,
other Governmental agencies, or approved private research organizations

B. Coordinate the intelligence research and reporting activities of
Governmental and other agencies participating in the Agency production plu ,
continuously assess the adequacy of their effort, facilities and arrangement's
to meet Agency requirements, and where appropriate, recommend means for the.+.r
improvement. Such coordination requires the Assistant Director for Research.
and Reports to:
t. Establish standards for intelligence research and reporting
activities.
2. Prescribe the scope, terms of reference and periodicity of
the various media required to present intelligence research reports under
approved Agency production plans.
3. Review substantively the intelligence research contributions of
other agencies, both qualitatively and quantitatively and take appropriat:;
measures to remove deficiencies.
1. Supervise the execution of the intelligence research and repcrt-
ing segment of the approved Agency production plan.
5. Insure that the intelligence research and reporting effort is
continuously and effectively brought to bear in support of its various
purposes.
C. Engage in the conduct of intelligence research and reporting in
fields which:
1. have been specifically allocated to CIA,
2. are not susceptible of allocation outside CIA,
3. transcend the responsibilities and dcrninant interests of any
single Governmental intelligence agency,

4. require CIA processing of outside contributions in order to
fulfill the total research requirements of the Agency production plan.
D. Formulate and establish the necessary requirements, for his Office,
for transmittal through appropriate channels for collection action.
E. Provide CIA collection offices and other Governmental collection
agencies with such evaluations of their reports as may be required.
F. Provide for centralized allocation and coordination of the National
Intelligence Surveys Program.
G. Provide a centralized facility for the procurement and production
of foreign geographic and map intelligence.
11. Study and develop techniques and methods relating-to intelligence
research and reporting.
I. Recommend to the Assistant Director for Intelligence Coordination
on coordination matters relating to the production of national estimates.
