Approved For Release 2000/05/23 : CIA-RDOft- 0662R000300050 15 August 1949 ?OR OF CENTRAL II LLTU1NCffi SUBJECT$ implementation of XSC 50 randm dated 3 August 1949, subject as above, ts ICA 'S, with Armstrong proposals 1. This office finds itself in fundamental disagreement with the general principles underlying the specific recommondations in Mr. Armstrong's proposals. a. Are Armstrong has assumed that the specific organi- tationa1. realign ants of C1A asndad by the Dulles report have been specifically approved by the NSC and directed in , approved only the "concept of CIA- in the Dubs report as regards certain organisational matters, and went on to state that "there may be other methods of or- ganization which will accomplish the saw objectives". b. . Armstrong has aes>assd that the NOCID's are ade- quate instruments for the purpose of defining CIA's intelligence activities and relations to the IAC agencies. On Viis point, Yom. is in direct opposition, particularly with reference to ID #1 and NSCID #3, both of w ich require extensive revision in order to clarify the role of CIA in carrying out its inntae] i- genre production responsibilities as these are visualised in the Dulles report and in NSC 50. OU's specific objections to the NSCID's in question are as follower . they define National Intelligence an being solely "integrated departmental intelligence" and make no action of CIA's position as the intelligence facility for the NSC; Li . they do not provide for an adequate state- mont of the CIA intelligence production mission iii. they do not Movies for adequate priority of departtal support to CIA. i -/, VL~ *t4,4~ Approved For Release 2000/05/23 : CIA-RDP75-00662R000300050028-7 Approved Fornelease 2000/05/23 : CIA-RDP7b0662R000300050028-7 a. ilr. Armstrong' a definition of nation 1 inte111geno , together with his concept of how it should be produced, Is not, in our opinion, an sec rate interpretation even of the existing definition, faulty as it in, as contained in NSCID #3. 2. In consideration of paragraph 1 above, it is believed that: CIA should not enter into negotiations with the IAC on any portion of the Arnetr'ong proposals which pertain to internal CIA organisational matters* B. CIA should pl"o, as first prio rityr for IAC negotiation and NSC action, revisions of SCID 01 and NSCID #3 on the agenda of the Standing Comittooo Revisions of the NSCID#s would Grover mo?pt, if not aU, of the remaining questions contained in the Armstrong proposals. co In vier Of paragraphs 2 a and b above, the Armstrong pro. ovals Should be withdrawn from IAC consideration. 3.
