1. This office finds itself in fundamental disagreement with the
general principles underlying the specific recommondations in Mr.
Armstrong's proposals.
a. Are Armstrong has assumed that the specific organi-

have been specifically approved by the NSC and directed in

and went on to state that "there may be other methods of or-
ganization which will accomplish the saw objectives".

quate instruments for the purpose of defining CIA's intelligence
activities and relations to the IAC agencies. On Viis point,

ID #1 and NSCID #3, both of w ich require extensive revision
in order to clarify the role of CIA in carrying out its inntae] i-
genre production responsibilities as these are visualised in the

2. In consideration of paragraph 1 above, it is believed that:

on any portion of the Arnetr'ong proposals which pertain
to internal CIA organisational matters*

and NSC action, revisions of SCID 01 and NSCID #3 on the agenda
