Petroleum supplement to NIS.

1. The NIS Committee has concluded that the legitimate needs of
government agencies for basic intelligence on petroleum can not be fully
met by Subsection 62C (Petroleum) of NIS Chapter VI (Economic) and that
there should be added to the NIS Program and placed in production with
the least practicable delay a Petroleum Supplement to NIS. This would
become NIS Supplement No. V.
2. The NIS Committee has reached the following conclusions with regard
to the implementation of the production of basic intelligence on petroleum,
both for Subsection 62C, NIS, and NIB Supplement No. V:
a. One agency should produce both Subsection 62C, NIS, and
NIS Supplement No. V.
b. The agency best fitted to undertake this task is the
Petroleum Committee, Munitions Board, as established and directed
by the Secretary of Defense Memorandum for the Chairman, Munitions
Board, 3 May 1949, and JCS 1694/17, 15 June 1949. Further, it
is understood that the Petroleum Committee would accept the
assignment of the production responsibilities in question*
c, The Petroleum Committee, because of its special contacts,
should also handle the approach to the Petroleum Industry for
obtaining information needed for the production of both Subsection
62C, NIS, and NIS Supple_ent No. V.
d. Support currently being provided the Bureau of Mines,
Denartwaent of the Interior, for the production of Subsection 6?.C,
NIS, should not be withdrawn until such time as the Petroleum
Committee shall have begun actual production of this Subsection.
3. It is recommended that this matter be taken up by the Director of
Central Intelligence with the IAC with a view to concluding formal
arrangements with the Petroleum Committee for the assumption of this
production responsibility under the NIS Program.
