The DAD/ORE has directed that S/PP henceforth will produce a monthly report covering the activities of its three divisions and the Office of the Chief covering periods from the 1st to the 15th and the 16th through the balance of the month. 2. This report should include coverage of the following points: a. work completed during the period b. work in progress c. work projected to be undertaken when opportunities permit d., problems arriving out of S/PP operations 3. Will you arrange a meeting with the division Chiefs either individually or collectively and prepare a formula or tentative outline for my approval to be used for the preparation of the first report ooveri29 rind 16 through 30 April. 4 operation will require a somewhat different format than the others. It is my thought that some statistical recapitulation is indicated for his requirements processing operation, namely: number of requirements processed, number pending, and number closed out, eta. 5. On the whole, I believe that the discipline imposed by such an operation will have benefioi,al effects. I do not wish to let this beoome a tedious effort , but I believe it is essential to lay before the DAD and the AD/ORE a systematic presentation of our activities, aims and objectives periodically. Overall (Chief and Headquarters). a. :'fork Completed during the Period (1) :tractional Statements and T/O: The last of a series of conferences between CAD, S/PP, S/Ad and Management resulted in agreement on functional statements for the elements of S/PP and in submission of a modified T/0 request. (2) Liaison Control; S/PP has processed approximately 25 operational liaison requests during the period of this report. The majority were approved as routine, v+bile three cases were cancelled as being inadvisable until the completion of current liaison policy discussions. A special case involved action on a request by OP-352, Office)Chief of Naval Operations)for sanction of interchange with personnel of certain regional areas. It was resolved by coordination with OCD and ONI to regularize the liaison. b. Fork in Progress (1) External Research,' Pursuant to directive, Chief S/PP has initiated a series of working; conferences of the Assistant Director's Committee for Recorimendations regarding External Research.. On the basis of these drafts, a working-level agreement will be negotiated and the agreed terms of reference will be made the basis of a recommendation for approval of the Assistant Directors. (2) PNSCID Revisions; Revised drafts of NSCID #1 and NSCID #3 are being sub- jected to final review by Chief, S/PP prior to submission to OAD. They will reflect the Director's recommendations as contained in his comments on the Dulles Report. (3) OSO Orientation of Key Regional Personnel;. Arrangements are being completed for SO orientation of Chiefs and a limited number of key personnel of ORE regional branches. The tentative schedule is-for a series of three meetings to be held on 10 2hiay and 11 May. c, Work Projected (1) Economic Intelligence A plan for analysis of the Economic Intelligence problem has been prepared but not assigned for action in view of recent receipt of a program for economic warfare prepared by the ,SRB staff. The ORE plan is nc:r being checked against the ~;SP, study to insure that the terms of reference are sufficiently broad to encompass the plans for economic warfare. '"~ork Completed During the Period (1) Revision of OC;C Orientation Manual, Reviewed, coordinated, and rewrote the portion of the cO/C orientation manual pertaining to ORE. (2) Survey of USAF Evaluation System ; Examined the new USAF reports evaluation system and prepared a coordinated ORE compendium of observations with respect to conformance for transmittal to USAF. (3) Revision of ORE OP's Revised and issued ORE Operating Procedures No. 6, subject: CIA Comments on b. Mork in Progress 25X1X7 25X1X7 (1) Petroleum Intelligence Study A full scale study of petroleum i.ntell.ig^nce is i der way. In its present stage it is primarily within the cognizance of Analysis Division although the task force engaged includes Program Division representation and is reporting directly to the Deputy Chief, S/PP. The project has for its purpose the determination of the scope of national intelli once needs with regard to xetroleum, survey and development of data exploitational potentialities, recom?iendation of sharing or centralization of production effort, and related policy and programming factors. Government units engaged in intelligence activity germane to subject; b. Availability from 'Tashin;ton sources of pertinent intel- ligence information; c. Advisability of establishing a coordinating facility for applicable data. (3) Assessment of Reporting An assessment of the adequacy and effectiveness of reporting regional areas is being devised in the expectation that it may prove a constructive addition to the ORE Monthly Report. (b) '.'bather Information Procurement; A suggestion by one regional branch that more exhaustive weather information be procured is being examined coordinately. (;) Lap Distribution; Proposal by Chief, B/Pvia in re distribution of unclassified CIA and State maps has been in process. Action is temporarily in suspense pending receipt of further information from Chief, Joint CIA-State External Research Staff. (2) Operating Procedure, POS/State Support: Consultations are being held with the Analysis Division preparatory to drafting an Operating Procedure which will implement the provisions of the letter referred to in paragraph a(l) above. (1 The lists of intelligence production requirements received from the components of ORE were not uniform enough to permit initiation of the programming function as originally planned. Rather than requesting all branches to resubmit (2) amended drafts it has been tentatively decided that the one or two best branch contributions will be exhaustively examined and modified in conjunction with the branches concerned, and negotiated with policy and operational echelons of the government as a test case. Overt Collection; Conferences of Chief, S/PP with regard to ,'vent CIA collection were attended and a draft plan proposed for the establishment of overt CIA collection machinery in the field.
