SUBJECT: ORR Working Group on Communist China
In his memorandum of 13 August to members of the IAC, the Director of
CIA noted certain serious deficiencies in the intelligence effort devoted
to Communist China, among the principal deficiencies noted was the
inadequacy of the research program. In order to intensify the research
activity on this geographic area, ORR has laid on an expanded program for
the calendar year 1953, which, among other things, includes an office-wide
project on Communist China (ORR Project number 0.3, entitled, Economy of
Communist China).
As an interim measure a Working Group was set in ORR in late
September, under the chairmanship of u for the purpose of 25X1A9a
assembling the readily available information on the Chinese Communist
Economy into report form by 15 January 19534 The purpose of the project is
twofold; first, it is to present a preliminary study of the economy as it
was taken over by the Communists in 1949 together with an analysis of
economic developments since that tune; and second, it is to delineate the
areas of gaps and the nature of deficiencies in information and research as
a guide to future collection, collation and research activities. The
product of this interim exercise will serve as the preliminary basis for
the office-wide project outlined for 1953,
The deadline for submission of the reports from the responsible
individuals is 15 December 1952. Between that date and 15 January 1953, the
chairman and appropriate members of D/A will, in consultation with members
of the working group, draft an integrated report and will summarize the
findings of the study, In order to provide a check on work progress and on
the difficulties encountered, each analyst assigned to this group is to
prepare a six,-week progress report for oral presentation to the chairman of
the Working Group before the middle of November,
