SUBJECT: Public Buildings Amendments of 1972 - P.L. 92-313
1. Today in absence I returned the call from
Mr. Hudson Ragan, ""M-4383). The purpose of his call
was to learn our position, vis-a-vis GSA, relative to the user
charges authorized by the subject law. It was his thought that the
positions of our respective agencies would be somewhat similar.
2. 1 told Mr. Ragan that after exploring the matter in some
depth, which effort had included a discussion with GSA, we had con-
cluded, albeit reluctantly, that the Agency was subject to GSA assess-
ment. While certain AEC personnel may be adamant in their view
that the assessment should be resisted, Ragan does not believe aSTATINTL
legal case can be made.
