RMAN, NSC UI`DER SECRET/,PIES COMMITTEE SUBJECT: Proposed Under SecrOtarics CornrnitLee Study: Guam (U) (C) In his letter of 29 June 1973 to the President reporting the progress of the Marianas Status Negotiations, the President's Personal Representative for Micronesian Status Negotiations also referred to the growing ferment on Guam regarding its political status and sug- gested that the US Government should -f i rid ways to respond no+:r to what he considers will shortly become very persistent requests from the Guaman i ans to refashion their political status. (C) The ongoing status talks in the Trust Territories have placed a new complication on the role of Guam as a US Territory and military support community. The Guamanians, witnessing the -Trust Territories negotiations, see an opportunity to change their status to a common- wealth, to statehood, or even to seek independence. (C,) in addition, informal appraisals indicate that Guamanian pressures to achieve political and social improvements can be expected to increase steadily as they see their fellow Chamorroans in the Trust Territories acquire near advantages. There is also evidence of growing alienation among the Guamanians. For instance: a. The Guamanians are affected daily by decisions from Washington, yet they feel the lack of a ''front office" or direct contact with the US Government. This dissatisfaction stems from the fact that their member of Congress is not authorized to vote in Congress nor are their people, allovmd to vote in national elections for the President. b. Most Guaman i ans feel their land, beaches, and resources have been taken for uses other than their own. They believe they are being treated as second-class citizens, and 1 i tt l e organized effort has-been made to bring them up to American standards. c. Of even greater significance to US intcrests are Guamanian feelirids concerning their economic futurep. They appear to be placing their hopes on Lour ism, mostly from Japan. They readily accept Japanese ,r investments, but they resent the economic penetration and growing inFlueicc of such outside capital. I f the United State. s is going to maintain and protect its relationships and military posture in Guam, action must be initiated now to preclude unfulfilled expectations of the inhabitants of Guam from jeopardizing future US national interests in that area. (C) Therefore, it is with some. urgency that I recommend that an NSC Under Secretaries Committee Stucly be initiated to examine the political, security, economic, and social asp=ects of Guam, and identify prospective courses of action by which US interests may be preserved.
