Per John Warner's request the undersigned con- tacted Mr. T. O. Lawrence, Postal Inspector, United States Postal Service (Code 184-5551), and Mr. George Huffman, Forgery Section, Secret Service, U. S. Treasury Department (634-5100), on subject case. I explained to both of these gentlemen that the Agency had some concern about the case being prosecuted because of certain security matters in- volved. Upon discussion, it was learned that the accused allegedly stole and uttered five checks--each check carrying with it two felony counts with maximum sentences of ten years each. Mr. Huffman took my request under advisement and called back this date to say that the presentation to the grand jury will not, repeat, not include the check belonging to Agency employee, 2. S. Treasury Check Issued by CIA 1. A claim for $177.27 has been placed against the Un' Government by for theft of his salary checki 25X1A issued April 24, 1973, and mailed to his home address on April 25, 1973- 2. All copies of documents made available to this office are attached. The following information was received by telephone from the Returned Check Section, Claims Branch, Washington Disbursing Center: a. An arrest has been made and prosecution of the responsible party is pending. 1A 1A Chief, Treasury Branch b. The case is being handled by the Postal Department, Mr. T. 0. Lawrence City Post Office, Washington, D.C., Case security reasons. 3. Mr. Frank Di tz, Special Assistant to the Director of the Washington Disbursing Center, h s indicated that they will be glad to process the case for us if we decide to prosecute. He could recall only one similar case involving the theft/of a check issued by CIA, which was not prosecuted for 4. If a decision is made not to prosecute the case, Mr. T. 0. Lawrence should be advised as soon as possible.
