The Office of National Estimates recently reviewed galley proof copies of 11 CIA documents slated for publication in "Foreign Relation of the United States, 1950, Volume VII, Korea. " Among these documents were NIEs (see Attachment No. 1). 2. I understand that the question of publishing NIEs was raised by Mr. Huizenga during the morning meeting of 19 June. Mr. Colby was asked to discuss the topic with Under Secretary of State for Political Affairs William Porter. 3. The comments of ONE are forwarded as Attachment No. Z. While it is conceded that the release of the documents would not jeopar- dize intelligence sources and methods, ONE nonetheless has serious reservations regarding their declassification and publication. 4. Mr. Colby has taken the position that each NIE should be judged on its substance. Some could be declassified; some could not. Inasmuch as the publication of these documents would constitute a pre- cedent, you may wish to contact Mr. Colby and ascertain whether he wishes to personally examine them prior to authorizing their publication " in "Foreign Relations. pecia ssis for.
