Port Security Program A special meeting of the interagency Port Security Committee was held on 27 March 1973 to consider a DOD request to deny Charleston, South Carolina, to all flag vessels of Warsaw Pact countries and Communist China. The DOD pointed out the extreme importance of this port as a worldwide communications center and nuclear submarine base, noting that the Soviets already monitor the activities of the port from ships stationed off our coast. The Committee agreed that Charleston should be closed to Communist shipping. The Coast Guard is preparing an appropriate memorandum to Dr. Kissinger over the signature of the Secretary of Transportation which will be coordinated with CIA and the other agencies before it is delivered to the White House. A copy of the Committee's minutes dated 6 April 19;73 is attached.
