SUBJECT: National Security Agency
1. gave me the
attached on 27 August 1973 stating that he had drawn it pursuant
to a suggestion by Frank Bartimo (Assistant General Counsel,
DoD) to General Allen that there should be this type of agreement
with the various agencies which place 'requirements on NSA. I
did some checking with and

connection with compliance with such an agreement.

2. This was raised at the morning meeting on 28 August
and the general reaction was adverse in the sense that we should
not have to either agree or certify that we were acting in a legal
manner. was informed of this general view and he
ventured that he had thought this would be our view. He will
