At the request of Mr. John. E. Ingersoll, then Director of
the Bureau of Narcotics and Dangerous Drugs, 25X1A
The basic purpose o the assis ance
rendered by the Agency was to assist the Bureau of Narcotics and-
Dangerous Drugs in the maintenance of security in connection with
activities directed against international drug traffic.
Concurrently with the establishment of the new Drug Enforce-
ment Administration, the Agency has been asked by members of your
staff to consider continuation of the assistance previously rendered
the Bureau of Narcotics and Dangerous Drugs. I have carefully
reviewed this request in light of the prohibition in the National Security
Act of 1947, as amended, "That the Agency shall have no police,
subpoena, law-enforcement powver s, or internal-security functions.
In order to avoid any possible misinterpretation, I have determined
that the Agency should discontinue this assistance and it is requested
that appropriate arrangements be made to terminate the ongoing
a adr,ninistrative support.
Please be assured that I intend that the Agency shall continue
to cooperate fully with the Drug Enforcement Administration in other
