You are correct in your understanding that we not translate
all articles on Mr. Vesco which appear in the fo ign press. The
materials we translate relate solely to our ' terests in current
economic and political developments in Ce ral America. Obviously
no student of Central American affair can afford to be uninformed
about recent events in Costa Rica ich impact on political or
economic developments in that entry.
But we have neither he authority nor the responsibility to respond
to a collection equirement targeted specifically against a U.S.
citizen. Su activity exceeds our charter and this is why we
slat only those
tran articles which reflect on the political and
econo is situations in Costa Rica.
Therefore I must regretfully decline your request to provide
your office with foreign press items on Mr. Vesco's activities.

For our own purposes we do have an interest in attempting to
learn of his activities which are now principally offshore.
We request therefore that, if the workload of your service permits,
that we be sent very brief summaries, perhaps merely one sentence
summaries ',,of articles which do appear in foreign media so that
we can, if ziecessary, obtain the full text for our own translation..
We understand that Mr. Vesco has made overtures to do business in
other countries besides Costa RC_ca, particularly Morocco, the
Dominican. Republic; and Panama.
We would 'therefore request as well that, if your workload permits,
that we be furnished similar brief summaries of articles on Mr.
Vesco which may appear in the press of other countries, particularly
the ones mentioned above.
