SUBJECT : Loan of Aircraft from CIA to USAF
25X1 2. Letter has been received and planning is underway
in preparing to complete the "loan" (transfer) of a U-2R aircraft to the
Air Force.
3. I am looking closely I Ito determine 25X1
whether one of its aircraft could be withdrawn and better utilized at Edwards
(politics permitting). In order to maintain a full operational ready status of
the Edwards detachment and a capability to deploy within 24 hours of notifi-
cation it appears it might be necessary to withdraw one air- 25X1
craft and position it at Edwards. This approach might be required as we are
charged with the overall continuing development of the U-ZR I systems 25X1
in support of both the CIA and Air Force fleets.

4. Should the situation not permit transferring an aircraft
to Edwards our reaction capability will almost certainly be seriously
degraded. I feel that we will be obliged to inform the Director/ExCom/ 40
Committee of this fact.
5. There has never been a formal meeting between CIA and the
NRO/USAF to examine the world-wide workload imposed on the U-2R fleet.
I am prepared to brief the group on our detailed requirements and would
hope that the NRO/USAF would do likewise. We should review the operational,
test, and training requirements of both sides with the view to a better under-
standing of the overall commitments imposed upon the program. I visualize
NRO review(s) completed.

that you I would co-chair the meeting. If you agree that such
a session would be useful, perhaps a phone call is the best way to set it up.
I feel it is a necessary thing to do as a prelude to the actual transfer.
