MAR 2 8 1972 MEMORANDUM FOR THE DIRECTOR, CIA RECONNAISSANCE PROGRAMS SUBJECT: FY 1973 Financial Program, FY 1974 Budget, and FY 1975 through FY 1978 Planning REFERENCE: CIA IDtd 10 March 1972, 25X1 Same Subject The fiscal guidance was established on the basis of a programmed transfer of a portion of the U-2 fleet to the Air Force as approved by the ExCom in November 1971. While the transfer specifics and timing are incomplete, I expect the Air Force to assume responsibility for the budgeting, funding, contracting, and supply support for Senior Year and IDEALIST/Senior Year Common in FY 1974. The changed estimating responsibility to Director D for the Common account is a transitional procedure inasmuch as the NRP budgeted for Common in FY 1973. In the fiscal guidance to Director D, I specified that he "is to compile and submit, in cooperation and coordination with CIA/OSA, the IDEALIST/ Senior Year Common estimates." In the context of the fis- cal guidance, CIA would be the SPO for IDEALIST aircraft peculiars in FY 1974 and subsequent years but the Air Force would be the SPO for Senior Year peculiars and the Common account. With respect to the numbers of U-2R's as a basis for CIA IDEALIST cost estimates,I have carefully considered the available aircraft, mission needs, and other require- ments and have determined that the CIA fleet should be four U-2R'g?gT5T7faTTO-iii?PY 1973. - 'Neme.........Namammessow???
