MEMORANDU-1 FOR: Di.r.ector, National Reconnaissance Office
SUBJECT: Storage of U-2C/G Aircraft

1. The referent memorandum authorized the flying of one
U-2C/G aircraft for the IDEALIST program and one for the SENIOFR
YEAR program. '17hese aircraft were authorized for the purpose of
"advanced attrition" for possible replacement of anticipated losses
of U-2R type aircraft. If, as is presently contemplated, some
U-2R aircraft are placed in storage, the requirement for U-2C/G
aircraft for attrition is no longer valid. Attrition losses can
be replaced utilizing stored U-2R assets.
2. Since the reduction in the numbers of operating U-2R
aircraft was proposed to enable reductions in the operating
budget authorizations for the U-2 programs, it is suggested
that the following be considered as an initial step in reducing
aircraft operating costs:
a. Cease flying U-2C/G aircraft immediately.
b. Remove all engines and place in 1J-2R en.gine pool.
c. Remove all. "R" applicable parts and instruments
from U-2C/G aircraft and return to Warner Robins Project
Depot.
d. Scrap all remaining U-2C/G airframes.
e. Scrap all sub-systems and sensors which have
applicability only to U?-2C/G aircraft. USAF review(s) completed.

. 3. The above actions would result in a saving to the
IDEALIST program of approximately O per year for aircraft
maintenance personnel, plus additional savings of approximately
25X1 annually in operating costs per U-2C/G flying. Additional
savings an unidentifiable amounts will accrue from the elimination
from the operating inventory of U-2C/G peculiar equipment, which
is being maintained in flyable condition for the U-2C/G aircraft
presently flying. Examples:
a. 'Partial pressure suits would be eliminated, thereby
reducing the workload of the personal equipment personnel.
b. Maintenance of stocks of U-2C/G peculiar parts
would become unnecessary, thereby reducing the workload
of unit supply and of the Project Depot.
4. It is requested that immediate approval be given to the
recommendation for cessation of flying of the U-2C/G aircraft,
and for reclamation of the related assets.
