SUBJECT JRC Reconnaissance Schedule for August 1970
1. This memorandum provides background information for use in
4+0 Committee consideration of the August JRC Schedule. Recommendations
in paragraph 9 below cover the basic JRC airborne and. seaborne programs,
the Non-Reconnaissance Operations Supplement, the Special Overflight
Supplement and the NRP Forecast.
2. There is a, slight decrease in the number of scheduled air-
borne missions (575 vice 640 for July). This decrease is the result
of. small reductions in several Pacific programs and. the cancellation,
for budgetary reasons,

6. The Special Overflight Supplement (TAB C) includes the pro-
posal for a TAGBOARD drone mission over South China (if the mission
approved. for July is not carried. out) and. one SR-71 mission over North
Korea. We have no problems with the SR-71 flight. However, we still
question the value of the TAGBOARD flight in view of the possible poli-
priori y targets which have been designated. as o ec fives
for this proposed, mission

it at this time.

7. The NRP Forecast (TAB L lists the normal two SAC U-2 missions
over Cuba and, peripheral missions against
China. I a so contains a repeat listing of the TAGBOARD and SR-71
proposals discussed, above. I presume you will want to continue to ap-
prove II peripheral missions.
9. We are not aware of any circumstances which might cause ab-
normal reactions to or countermeasures against the missions as currently
planned.. We recommend., therefore, that:
a. You approve the basic JRC Monthly Reconnaissance Schedule;
b. You note the Non-Reconnaissance Operations Supplement;
c. You approve the Special Overflight Supplement; and.
d.. Of the NRP Forecast of aircraft activity, you approve,
in ad.d.ition to those covered. in the Special Overflight
Supplement U-2 peripheral missions and. the
two SAC U- missions over Cuba;
