Deputy Executive Secretary, USIB (USIB -D-1.3/6, 9 September) The Chairman announced that, as reported in the reference, who has been Deputy Executive Secretary of USIB since November 1962, has been succeeded in that position by Chairman Raborn noted that who had been on assignment from the Defense Intelligence Agency, was scheduled for retirement from the U. S. Air Force at the end of this month after a career spanning 30 years, more than, 15 of them in. the intelligence community. The DCI expressed on behalf of the Board sincere appreciation for the outstanding and dedicated service whichi had ren- dered to the USIB and its activities, and extended very best wishes for his future. The Chairman further commented that who .has also been assigned from DIA, was similarily well qualified with over 15 years of duty in.Air Force and joint intelligence activities. The DCI added that he welcomed him to the USIB Secretariat and looked forward to his continuing the fine contribution made byl Chairman Raborn also expressed his personal appreciation to General Carroll for providing such well qualified staff support to assist the USIB in carrying out its mission. 2. The DCI also stated that he planned to have the Panel henceforth submit a written report. General Carroll and Admiral Taylor expressed their support of the need for a written report by the Panel. General Carroll said that he had advocated this procedure for three years, and that the oral report by the Panel this year had underlined this need. It was noted, however, that a summary report of the Panel's presentation and discus- sion last week will be distributed to USIB as has been done in previous years.
