1. The attached memorandum from the Chairman, Committee
on Overhead Reconnaissance (COMOR), containing comments on the
Enclosures to the reference,. is circulated herewith for consideration by
the United States Intelligence Board (USIB).
2. In view of the fact that COMOR generally concurs in the
Recommendations in paragraph 11 of Colonel Ohlmeyer's letter to
Dr. McMillan (Enclosure B of reference), and the implementing actions
proposed by the Director, National Reconnaissance Office (D/NRO)
(Enclosure A of reference), it is proposed that USIB-D-41. 11/4 be handled
by vote sheet action in accordance with paragraph 2. below, rather than
being scheduled on the agenda of a Board meeting.

3. Accordingly, USIB Members are requested to indicate by
completing and returning the vote sheet at Tab A to the Secretariat by the
close of business 17 June their concurrence or other views with regard to
the Recommendations contained in paragraph 11 of Enclosure $ of the
reference, as well as "noting" the implementing actions planned by the
D/NRO listed i,n sub-paragraphs a. through e. on page 2. of Enclosure A

Reporting of Sensitive Photography
REFERENCE: USIB-D-41. 11/4 (COMOR-D-36/4)
In accordance with the injunction of paragraph 3 of the
reference, the Committee on Overhead Reconnaissance (COMOR)
has reviewed the report of the Ad Hoc Committee on Overseas Pro-
cessing and Reporting and Dr. McMillan's forwarding memorandum.
? COMOR recommends, the Army reserving, that USIB concur in the
recommendations contained in paragraph 11 of Colonel Ohlmeyer's
letter to Dr. McMillan and that the Director of the National Recon-
naissance Office proceed with the implementing actions proposed by
him.
