A. Background data 1. Following an invitation from Eric Walker President National Academy of Engineering, the undersigned was nominated and accepted as the ASMA representative to the U.S. National CEMB on 1 July 68. 2. On 10 September 68 the ASMA representative ' served as a panelist under the Chairmanship of Otto Scmittt, Ph.D. at the Fall meeting of the NAE which presented discussion papers on the subject: Quantitative Methods Applied to Medicine 9 Biology. The panel discussion constituted one program topic in the two day symposium on Engineering in Medicine. 3. On 16 Oct 68 the member participated in an invited conference convened by the USNCEMB to discuss the formation of an Alliance for Engineering in Medicine. The formation of such an organization was deemed an ur'gent requirement if the engineering and biomedical committees were to effectively interact on the many problems and challenges intrinsic to stated National Health objectives. Following a day's discussion the assembled group informally approved the proposal and were requested to seek approval to become constituent members in the Alliance from their parent associations. A letter dated 5 Nov 68 was sent to President John Talbot and Executive Council Members, apprising them of the Committee action to Form the Alliance For Engineering in Medicine C Biology. The ASMA member requested no Formal action at that time, but indicated that he had voted in Favor of the Formation of the Alliance. 5. On 6 May 69 at the ASMA Annual Executive Council meeting, the member presented the constitution and by-laws of the AFEMB For consideration by Council but did not request a Formal vote re approval For ASMA constituent membership. Informal disucssion with Council members indicated that some were unfavorably disposed toward the proposition. B. Current status report 1. The Alliance for Engineering in Medicine 6 Biology was Formally organized in Chicago, Illinois on July 21, 1969. OF the 14 founding members, 5 were oriented in clinical medicine, including the American College of Physicians and Surgeons. Since that time, 10 additional' requests for membership have been received and to date, 4 of these have been processed and accepted. The membership of the Alliance as it stands today is as follows: Frill membership: Voting and participation in proceeds $1500.00 Institutional stipend - $100.00 annual. Full membership: American College of Physicians American Society of Internal Medicine Society for Advanced Medical Systems Association For the Advancement of Medical Instrumentation American Association of Physicists in Medicine American Institute for Ultrasoncis in Medicine American Institute of Chemical Engineers American Society for Testing & Materials American Society of Heating, Refrigerating 6 Air Conditioning Engineers American Society of Mechanical Engineers Associate membership: Non-voting and non-participatory. Conclusions and.recommendation 1. The ASMA representative has previously reported Favorably on the question of the Association becoming a constituent member of the Alliance. In his opinion, the broad scope of interests and Functional activities reflected in its member-ship places a direct responsibility upon the ASMA to maintain a dominant poeition in this rapidly developing inter--disciplinary field of Engineering in Medicine. 3.F.,iecommendation: That the Aerospace Medical Association formally approves action to become a constituent member of the Alliance for Engineering in Medicine S Biology. NAME, PURPOSES, AND FUNCTIONS 1. The name of this organization shall be the ALLIANCE FOR ENGINEERING IN MEDICINE AND. BIOLOGY, hereinafter called AEMB. 2. The purposes of the AEMB shall be: 2.1 To contribute to the public welfare through scientific, literary, and educational activities, and 2.2- To promote cooperation among associations which have an active interest in the interaction of engineering and the physical sciences with medicine and the biological sciences in enhancement of biological knowledge and health care. 3. To achieve these purposes, the functions of the AEMB shall include: 3.1 Serving as an advisory and coordinating agency concern- ing relevant national matters of mutual interest to the constituent associations of the AEMB. 3.2 Planning and conducting scientific, technical, and educational meetings and programs, one of which, each calendar year, shall be called the Annual Conference. 3.3 Preparing, publishing, and circulating scientific, technical, and-educational papers. 3.1 Carrying on other activities necessary, suitable, and proper for the fulfillment of these objectives. ARTICLE II. BYLAWS 1. Bylaws shall be established, as hereinafter set forth, for the purpose of governing the operations and administration of the AEMB. The term "Bylaws" as used in this Constitution refers only to AEMB Bylaws. ARTICLE III. MEMBERSHIP 1. Henceforth in this Constitution and Bylaws: (a) member refers to individual persons in the context of the statement where the term is used.
