MEMORANDUM FOR The Deputy Director, NRO
SUBJECT: NRO Use of CIA Contracting Authority
2 4 MAY 1963
As a matter of general policy, I consider that there are three
reasons which support NRO use of CIA contracting authority for
projects and/or tasks other than those for which technical manage-
ment responsibility is assigned to the Director, NRO Program B.
These uses are:
a. To provide essential security to NRO matters which
can not be provided otherwise.
b. To provide speed of response not obtainable through
Department of Defense contractual channels by utilization of existing
CIA contracts in cases of overriding urgency (such as emergency
purchase of film, etc.).
c. To obtain significant savings to the government, or
significant improvement in management, by utilization of such con-
tracting authority in joint CIA -DOD procurement actions in support
of the NR 0.
I shall expect generally to follow this policy in making assign-
ments of such NRO contracting tasks.
