MEMORANDUM FOR THE RECORD
SUBJECT: Minutes of the Second Meeting of the Collocation
Committee
1. The objective was for the various sub-committees to
present the broadbrush thoughts that they had on collocation
and to raise significant problem areas.
2. Materiel presented an organizational chart which
consisted of a Commander, D/O, D/M and Chief of Support. This
was discussed at length with the major objections being the D/M,
who had responsibility for both aircraft and the Squadron
Commanders being designated as operations officers under the D/O.
3. Materiel was advised to make up a new chart with an
overall Base Commander responsible fo support two Squadrons
with their own integral maintenance. was advised 25X1A
to take both T/O's and attempt to det Support
functions would be duplicated and hence could be decreased.
4. Security has provided a proposed annex and a copy is
available in the BPD file.
5. Materiel was requested to prepare a Materiel annex
following the guidance in paragraph 3.
6. Operations will present a chart on Command and Control
at the next meeting.
7. Commo has carefully reviewed their problems and feel

they can cut a significant portion of the IDEALIST Commo people
out but if the IDEALIST were to be
then there would be an increase of 25% in personnel.
9. A second fairly significant point was the fact that
the OXCART operates on basically a four day week, while the
IDEALIST would in all probability need a full seven day work
week to solve their problems.
