Today I received a call fro to tell 25X1A me that Dr. Flax had "kicked back" the study submitted by I I and Mr. Parangosky. He apparently attached a note which said that the study was adequate in terms of reasons against a move, but that it didn't list any arguments which would favor collocation. He seems to feel that, if we are to be objective, we should present both sides of the problem. 2. I explained tol that there were several 25X1A major factors which were clearly e most important consider- ations, and which would have made it impossible to move to Davis Monthan regardless of the secondary advantages which might have accrued. These were (a) the base doesn't have the capacity to handle the activities which it already has, (b) the Air Force is spending several million dollars to provide for its own needs, (c) it would cost an additional several million dollars to provide facilities there for the IDEALIST detachment, (d) the operational limitations posed by the inadequate facilities, such as the single runway, would make it impossible to maintain an adequate training program, and (e) the security problems associated with the proximity to the overt operations and the city of Tucson would be very difficult to overcome. He acknowledged that this was the case but seemed to feel that we had to prepare a supplement to the study to meet Dr. Flax's requirement for "objectivity". 3, I lunderstands that, in submitting a supplement snowing how we could effect savings in the event of collocation, we must assume the expenditure of about $5 million to put us in a posture to realize these savings. I told him that we would review the situation and try to prepare a paper to meet the new requirement.
