This organ.zat,an has for some time been engaged in establishing
a new photographic reconnaissance program intended to takt
advantage of projected increases in booster capability and in
advances in camera development. Recently, the substantial
potential payload capabili` of the proposed Titan III vehicle

Inasmuch as the redirection occurred subsequent to the consum-
mation of the 2 May 1962 agreement signed by Messrs. McCone
and Gilpatric, it appears that the planning, procurement, and
security for the new program should be conducted jointly.
It is proposed, therefore, that a meeting be held in the near
future to determine and pursue a course of action in accordance
with the above referenced agreement. If convenient to you, a
day during the week of July 2d is suggested. It is further
suggested that the meeting be held here .because of the avail-
ability of the pertinent information.
