C. 20510 Dear Senator Goldwater: For some time the Agency has felt it would be desirable to occasionally syphon off some of our more senior personnel from their normal duties for the purpose of reacquainting them with some of the problems and activities in Government which have at least an indirect bearing on the operation of the Central Intelligence Agency and the work that it does. To this end we have established the concept of a Senior Seminar of about 20 members at the GS-15 and supergrade level. During a period of nine weeks these people are exposed to some of the top men in Government for lectures and discussions on topics within their field of expertise. We are particularly anxious to have these classes meet with some of the most prominent, active, and knowledgable members of the Congress to get a first-hand account of the major issues before it and to understand some of the problems which members of the Congress encounter. As a member of our CIA Subcommittee you are also in a position to comment on CIA's relationship with the Congress from that point of view. We would be most grateful if you could meet with the second such seminar for luncheon and a talk on the Hill on Wednesday, 19 April 1972. We would like you to talk about the workings and problems of the Senate. Following your talk we would have a member of the House speak from the standpoint of a House member.
