Today the Director told me of a phone conversation he had this morning with Senator Symington, who called to say he thought Senator Fulbright and the Committee were being treated unfairly on the question of the Radios. He asked the Director whether the Agency had any connec- tion with the Radios. The Director explained that the "umbilical cord" had been completely severed, and that we had had no Agency people in the Radios for several years. He expressed the personal view that it would be a pity to give up the Radios without getting something in return. Symington said he thought we ought to turn them over to the Europeans or let "IT & T run them. " 2. The Director volunteered the remark that he was quite satisfied with the appointment of the new DDCI. He said he had had several talks with General Walters and was quite relieved to find that he was not a "stiff neck" military type but someone who was well qualified and had "been around" quite a bit. /JOHN M.
