SUBJECT: Followup with David Martin, Senate Internal Security
Subcommittee Staff, on Several Matters Raised in
Our Briefings on the Drug Situation
1. I met with David Martin in his office today and provided him
with two lists of Hong Kong-registered shipping companies known or
believed to be under Chinese Communist control and a list of the ships
owned by these companies. I told Martin that the first list included
companies which we strongly believed to be under the control of
Communist China and the second list included companies on whom there
was only marginal evidence of PRC control. I said while both of these
lists were unclassified as provided him, our analysis of the companies
relationships would have to be classified. 25X1A
2, Based on information provided by Mr. 0 I told Martin
the recent New York Times article indicating that the ERTS satellite
was being used in a way in which various crops could be identified in
accordance with a code system was inaccurate. Martin expressed
interest in this response and said perhaps something had been developed
on this of which we were unaware and that he would check it out with the
people in the Department of Agriculture who presumably were the source
of the information.
3. Again on the basis of information provided by

I told Martin the Agency was not preparing a paper about "Castro Cuba"
and traffic in cocain and other drugs. Martin said he would have to
check back with his "source" on this but he did not identify the source.

4. I also told Martin that I had advised me that, as far
as we knew, PRC vessels are as susceptible to search in Western Europe
as any other vessels. Martin said he appreciated the fact that legally they
were susceptible to search but he understood as a practical matter since
the Naples incident, which he had mentioned to no searches
had been made of PRC vessels. I told him I would check further on this.

5. Based on a conversation with I told Martin we 25X1A
thought the map he had requested, showing areas of North Vietnam and
Laos and the location of the Chinese road, could be found in the Agency
document (BGI-6R 71-5). Martin looked at this map and said it did not
show the areas in Laos which were under Communist guerrilla control
and he would like a map which indicated those areas. (In several of his
comments on this subject Martin referred to guerrillas being trained and
being supplied by Hanoi and Peking. I think this indicates that Martin is
still trying to trace Southeast Asia's illicit drug traffic to Communist
China.) Martin said he would also like us to show on the map the location
of the Chinese road through the Muong Sing area.
6. When I queried Martin further about the refineries in the
Tachilek area which he had discussed with he said it was 25X1A
three (not 13) that he understood were in the area which were serving
17 groups. He said he had gotten information about the groups that were
being served by these refineries but would like us to give information on
their location. I said I would check with I on these last two 25X1A
items.
