7. (Unclassified - JGO) Met with John Martin, Chief Counsel,--r4.. .
_Wand Means Committee, who told me by way of follow up to our meeting
of several weeks ago that the Committee will be actively considering Changes
or possible deletion of section 911 IRC in the forthcoming consideration on
the tax code. has been advised.
Reviewed with Martin the present proposals for distribution on a
weekly basis the various economic indicators both domestic and foreign that
have previously been distributed through the Council on International Economic
Policy. In Martin's opinion it might be good for the Agency to distribute
the information in our own name. He does not feel that from the point of view
of his Committee's needs any changes would be desired in either format or
content and that it would make little difference whether we forwarded it under
a bucksli:p type arrangement or a standardized printed cover. He does not
feel any question would be raised from anything he can see at present about
our role in economic reporting.
I briefed him on the problem that has arisen with the Renegotiation
Board concerning possible refunds to Treasury from review of Air America
contracts and contract procedures. Martin noted it seems a little ridiculous
to expend the time and energy which is very costly on both the part of the Board
and the Agency in such a determination, particularly where we are approaching
dissolution of the corporation. He told me, however, he would like a week or
so to satisfy himself whether the statute requirements that the Board proceed
with final settlement even though all parties involved are in fact U. S. Govern-
ment. He asked that I call him and we will meet again during the week of
26 November. Houston has been advised.
8. (Unclassified - JGO) Met with Ralph Preston, Staff Assistant, House
Appropriations Committee, and reviewed with him a question arising from the
Renegotiation Board review of Air America contracts. It is Preston's preference
that any surplus funds on dissolution be available for balancing against request
for funds but that it will not be a problem for the Committee if the Board
requires refund or payment over to Treasury as miscellaneous receipts.
Preston told me he has not been able to get a final determination from Chairman
Mahon on the questions raised by Representative Tiernan concerning coordination
between the various elements of Government in overhead reconnaissance
technology but he will try to get a reading for us by the first of next week.
