Met with Ralph Preston, House Appropriations Committee start, an delivered to him a letter from Charles Briggs, D/PPB, dated 10 July concerning anticipated savings in the CIA FY-1974 appropriations. I also gave Preston a copy of the community horse blankets relating to the intelligence community budgets contained in authorizing legislation and the community program budgets for FY 172, 173, and 174. Preston will be out of the city on Thursday and Friday on business for the Chairman. His visit to Headquarters for briefing on the CIA FY-74 budget is rescheduled for Tuesday, 17 July, at 8:30 a. m. Charles Briggs has been advised. 9. I (During the rather lengthy meeting where Chairman Nedzi, Intelligence Subcommittee of House Armed Services Committee, briefed John Maury and myself on various matters, I took the occasion to close out the questions concerning Agency targeting of B'nai B'rith and pressures applied on a Chinese traveller set forth in the New York Daily News article of 10 June by Joseph Volz. In brief, I reported that the tar eting of B'nai B'rith was a complete fabrication, Since our record is clear on these points, Chairman Nedzi agreed that there is no utility in further checks on this matter. 10. Before meeting with the Near East and South Asia Subcommittee of House Foreign Affairs Committee, John Maury took the occasion to discuss with Chairman Hamilton his letter of 29 June concerning CIA relationship with the government of South Vietnam detention and interrogation centers. In brief, Hamilton indicated that he would like as much information as possible for publication. In addition, he would like a personal briefing on the additional matter that cannot be released.
