4. 1 Talked with Bob Dixon, a former law school
professor and a friend, who has been nominated to be an Assistant Attorney
General. Dixon said he would head the Justice Department's Office of Legal
Counsel but does not plan to take the oath of office until after 20 February
in view of a case he will be arguing in the courts on that date. I extended an
invitation to Dixon to come to the Agency for lunch when his situation has
settled a bit and to meet our General Counsel. He said he would like very
much to do this and we agreed to get together the latter part of February.
5. 1 I Delivered to Ralph Preston, House
Appropriations Committee all, a two drawer safe in exchange for the one
that has been used, by the Committee for storage of Agency documents.
Preston told me that although the Chairman has been "reelected" by the
Democratic Caucus, it may be several working days before any action is
taken to organize the Committee.
6. I I Together with
IC, met with Preston, House Appropriations Committee staff,, for lunch
and general discussion of the intelligence community presentations before the
Committee. Preston indicated that Secretary of Defense Richardson will
probably lead off this year's hearing on about 5 February but that we can
anticipate Agency and community hearings will be rather late this year and at
the tail end of the hearing schedule.
