7. Met with Garner J. Cline, Counsel, House
Committee on Judiciary, who told me it will be a week or more before the
Chairman of Subcommittee No. 1, which will handle immigration and
nationality legislation, will be known. He is reasonably sure that Chairman
Rodino will be turning his interest to other areas and will not continue handling
immigration and nationality. He indicated also that the Democratic Caucus
for tomorrow has been rescheduled which may allow the Ways and Means
Committee Democratic members to go ahead and designate a Committee
chairman prior to the next meeting of the Democratic Caucus.
8. Met with Ralph Preston, House Appropriations
Committee staff, who requested, if possible, a briefing by the Director on
the general world situation for the combined Defense and Military Construction
Subcommittees for Tuesday morning, 16 January.
With regard to briefing Representative Robert L. F. Sikes (D., Fla.)
on a special project construction, Preston told me Mr. Sikes will be out of
town through tomorrow. He will be glad to arrange a meeting for a briefing
after his return if we so desire and Preston noted the briefing should take
place as soon as possible.
Talked to Preston at some length about the House rules amendment
proposed by Representative Paul Findley (R., Ill.) on the first day of Congress
concerning a legislative budget which would establish spending ceilings and
allocation of revenues prior to consideration of individual appropriation
measures. He told me that legislation somewhat covering this same area
was approved during the last Congress establishing a joint appropriations
committee which will be having its first meeting tomorrow morning, although
the measure which established the joint committee would seem to require a
comprehensive legislative budget proposal. The agenda for the committee
has not been worked out as yet.
I delivered to Preston for the Chairman the Director's letter of 8 January
1973 concerning withdrawal from the Reserve and explained to him the purpose
for the withdrawal. Since the matter had been covered to his satisfaction on
an earlier withdrawal for the same general purpose, he had no questions
concerning the current withdrawals.
