MEMORANDUM FOR THE RECORD
SUBJECT: Conversation with Guy McConnell, Senate Appropriations
Committee Staff, re FY 74 CIA Budget
1. In a meeting with Guy McConnell on other matters today the subject
of the CIA budget came up. I placed a call to Charles Briggs, OPPB, to get
a report on his meeting this morning with Ralph Preston, House Appropriations
Committee staff, on the same subject.
2. I told McConnell that it was Briggs' hope, on the basis of his
discussion with Preston, that the House Committee would limit itself to

3. Briggs indicated it was also his hope that our Committees would
not anticipate receipts for the sales of SAT and Air America until fiscal
1975, unless negotiations move much more rapidly than we presently expect.
4. McConnell expressed no objection to any of this and indicated
that he expected to talk further with Ralph Preston on the subject.
