Guy McConnell, Senate Appropriations Committee sta f , called to discuss plans for the Director's appearance tomorrow before the Committee. He said the Chairman would like to have all the Subcommittee members present from the beginning (at 2:00 p. m. ) to get a review of the NSSCIDs before going into the world situation briefing. I said I was sure Mr. Colby would have no objection to reviewing the NSCIDs with the Subcommittee if this was the Chairman's wish but pointed out there was one sensitive matter involving withdrawal from the Reserves which had never been discussed previously with other than Chairman McClellan and Senator Milton Young and I thought it best that this matter be taken up privately with them if the opportunity presented itself. McConnell agreed. 25X1 9.1 1 Met with Ralph Preston, House Appropriations Committee staff, and delivered to him copy number 15 of the "National Intelligence Program" dated 11 July 1973, and the short form Agency budget briefing dated 9 October. I also gave Preston a copy of the Middle East briefing outline and current situation report. With regard to the Agency budget, Preston suggested that if the Director cancels his trip, Tuesday 16 October, would be available for briefing the Special Group on the intelligence community and Agency budgets. After checking the Director's office as to the Director's availability for Tuesday, Preston told me that he will be meeting with the Chairman this evening and will confirm as early as possible tomorrow. 25X1 10. In a chance meeting with Representative Ogden Reid,, he told me he had had a lengthy meeting with the Israeli Ambassador today and is putting out a press release during the afternoon concerning Soviet support to the Arab countries. 25X1 11. I I Delivered to Dr. John Brady, House Foreign Affairs Committee staff, a case study for his use in the Far East Narcotics Study in preparation by the Committee.
