25X1 7. I IMet with Guy McConnell, Senate Appropriations
Committee s~}, an__ _ itn a copy of the Agency report on the operations
of the executive dining room. McConnell reviewed the report and commented
that there was really no interest in this subject since the departure of Senator
Margaret Chase Smith who was responsible for the legislation requiring
submission of the reports on the operations of executive dining rooms. McConnell
also commented that they had not yet received a report from the Department of
Defense
.
I left with McConnell a copy of I Imemorandum containing 25X1A
the total budget figures for CIA, DIA, NSA, Army, Navy, Air Force, and
State Department.
I briefed McConnell on some recent information regarding Soviet
strategic weapons facilities. He said he would mention this to Chairman
McClellan and let us know if the Chairman desired a briefing from Mr. Duckett
on the subject which I had offered. I told McConnell that Mr. Maury would be
seeing Senator Milton Young today and expected to brief him on the subj ect 25X1
at that time.

8. I maintained contact with Jim Woolsey and
other members of the Senate Armed Services Committee staff in connection
with preparations for the floor debate on Mr. Colby's nomination and then
monitored the debate from the Senate gallery. Mr. Colby's nomination was
approved by a vote of 83-13. Senator's voting against the nominationwere:
:Eiden, Church, Clark, Cranston, Gravel, Hart, Haskell, Hathaway, Hughes,
Kennedy, Mansfield, McGovern, and Nelson. Senators not voting were:
Abourezk, Cannon, Goldwater, and Stennis.
Following the Senate vote Mr. Maury and I thanked the members of the
Armed Services Committee staff for their work in support of Mr. Colby's
nomination. We also talked with the staffs of Senators Symington and Jackson
and asked them to convey to those Senators our appreciation for their work on
Mr. Colby's behalf.
9. obn S. Warner, Acting General Counsel, accompanied
Ambassador Richard Helms to meet with David Dorsen, Assistant Chief, Senate
Select Committee on Watergate.
