I Met briefly with Senator Peter Dominick (R. , Colo. ) and gave him a blind memorandum prepared by OCI in response to the Senator's question at yesterday's hearing about reports that Libya had loaned $1 million for the construction of a new canal in Panama. 2. Left with Jim Woolsey, Senate Armed Services Committee staff, Mr. Colby's letter dated 10 July concerning a statement by him in response to a question from Senator Symington during yesterday's hearing requesting his comments on the Lau rence Stern article in yesterday's Washington Post. I told Woolsey that it was our feeling that publication of the text of this letter might possibly give Stern an opportunity for additional anti-Agency commentary but Mr. Colby would defer to Senator Symington's judgment on this. It would be preferable if Senator Symington would make a statement to the effect that Stern's article was distorted and unfair since it omitted an essential part of Senator Case's question to Mr. Helms and it was to this part of the question that Helms appeared to be addressing himself. Woolsey told me that a number of Senators outside of the Armed Services Committee had requested and had been given copies of the original transcript of Mr. Colby's confirmation hearing. For this reason he thought it would be advisable for us to review the changes we had made in Mr. Colby's testimony to make sure that we either limited those changes to classifications or made it clear that a supplementary statement was being provided. We are reviewing the transcript on this basis. 25X1 3. Accompanied Mr. Colby, General Allen, 25X1A and Messrs. an arles Briggs, who appeared before the Intelligence Operations Subcommittee of Senate Appropriations Committee to present both the community and Agency budgets.
