25X1 3. Left with Tom Scott, on the staff of the
Senate-Appropriations Committee, a copy of the draft letter which we prepared
last year but did not send to Senator Stennis commenting on Senator McGovern's
bill requiring the disclosure of the Agency budget. I told Scott we were
reviewing and updating this draft and would have it ready for Guy McConnell
in the next few days. Scott said he had not discussed this matter with Chairman
McClellan and would not do so until after the Director's briefing of the
Intelligence Operations Subcommittee tomorrow morning. This hopefully
will assure that the issue is not raised at tomorrow's meeting.
