SUBJECT: Conversation with James Calloway, Senate Appropriations
Committee Staff, re Possible Briefing of Defense Subcommittee
1. Jim Calloway raised with me the possibility of having the Director
appear before the Defense Subcommittee (or at a minimun, the CIA Sub-
committee) to provide a detailed "threat" briefing. He said the Committee
has already received at least preliminary briefings from the Department of
Defense on their military posture, but before the Committee makes judgments
on the various programs contained in the DOD budget Calloway feels they
should have the benefit of a briefing from the Agency on the nature of the
threat.
2. I told Calloway that we have been giving the Defense Subcommittee
of House Appropriations Committee a detailed briefing like this for a number
of years and I saw no reason why we couldn't do the same thing for the full
Defense Subcommittee on the Senate side.
3. He said he had not cleared this with the Chairman as yet but
plans to talk to him about it at the earliest opportunity. When I asked him
about the timing of our briefing, he said he would expect it would be in about
a week to 10 days and it is possible that following the Director's briefing
they would ask DIA and the intelligence branches of the various services to
come up also. I told him we would raise this with the Director, but I saw
no problem.
