Met with Bill Woodruff, Senate Appropriations Committee stall, and armed up arrangements for the Director's appearance before the combined Senate CIA Subcommittees. Woodruff said some problems had arisen as the result of Senator McClellan's calling a meeting of the combined CIA Subcommittees, especially in view of Senator Stennis' incapacity. One of these problems seemed to stem from the fact that Senator Jackson called the meeting of the Armed Services Committee's Subcommittee on Central Intelligence when Senator Symington as next ranking Democrat should have been given the opportunity. I left with Woodruff a copy of a paper which we had prepared on "Committee Jurisdiction Over CIA. " Woodruff read the paper and said that it coincided with his view on the subject.
