MEMORANDUM FOR THE RECORD
SUBJECT: DCI Breakfast With Bill Woodruff, Counsel/Senate
Appropriations Committee
PRESENT: The Director, Messrs. Woodruff, Colby, Maury, and Briggs
1. Woodruff had two interests: The "abolition" of the position
of Executive Director-Comptroller and the overt inclusion in the
budget of a total national intelligence dollar figure.
2. With respect to the first, the Director reviewed the history
of the Executive Director position and his conclusion that the
administrative support-like functions properly belonged with the
Deputy Director for Support. Mr. Colby elaborated further on this
theme, then addressed the budget development and comptroller
functions which he retains as Executive Secretary of the CIA
Management Committee, backed by a fairly sophisticated automated
system in O/PPB and an Audit Staff, both in the O/DCI. He
explained the monthly Comptroller review process and stated that
he thought that the system strengthened command line management
and resource review. He said that the Comptroller role, given the
system, occupied something like 20% of his time.
3. Woodruff appeared partly convinced. He said that for
eight years he had felt at ease about the special funding authority
that the DCI had and that his main concern was that there was
someone other than the Director, who couldn't attend to all the
budgetary details, to say, "No", to either sensitive or costly projects
developed by enthusiasts. He said that the procedural description
sounded great, but he was inclined to say that six months from now
we would conclude that the Comptroller function required more like
a. 40% than a 20% time expenditure. It seemed likely that he would
leave a note to this effect for Senator McClellan when he leaves
for his new position.

4. On the other issue, Woodruff expressed a strong preference
for including a statement in the Committee Report on the 1974 budget
reflecting the total intelligence figure. He feels that this would ease
support of the Chairman by other friendly, but uninformed Senators,
many of whom have tended to lock the $6 billion Symington and
press-quoted figure in their minds. He acknowledged that
Ralph Preston might disagree with him and suggested that we discuss
it further with Ralph. He noted that there need be no change in the
present system re the budget itself.
5. The Director said that he was inclined to agree with
Woodruff but asked how the Committee would deal with pressure for
cuts against a known figure as compared with the flexibility in the
past with the figure hidden. He stated that we were now looking at
the options. He asked Woodruff how soon he needed a decision and
was told, "not until about June . " The Director said that he would
want to touch base with others on this but repeated that he was
inclined to be sympathetic with Woodruff's position.
6. The breakfast ended when Woodruff said that there was one
other matter which he wished to take up with the Director personally.
